Telecoms company Cornerstone has applied to Leeds City Council to install the mast at the site.
The company says it is needed to replace an existing installation on top of nearby Oak Tree House.
Oak Tree House, an office block on Oakwood Lane, could be demolished to make way for flats under separate plans.
Cornerstone said the proposed mast would prevent a loss of 5G coverage for mobile firms including Vodafone and Virgin Media.
A planning report said the proposal would also introduce newer technology to improve mobile services in Gipton.
The proposed site is close to the leisure centre, tennis courts and lawn bowls green, with a public footpath nearby.
The mast would be accompanied by six equipment cabinets within a fenced compound.
Cornerstone said the equipment would not conflict with the planned redevelopment of Fearnville Leisure Centre.
Leeds City Council said work on the leisure centre redevelopment had not yet started.
Plans for the leisure centre include a swimming pool, fitness studio and gym.
They also include an artificial pitch and a children’s playing area outside.
The proposed mast would be designed to have a minimal impact on the surrounding area.
It would also be partly screened by trees.
The planning report said the 25-metre height was needed because 5G uses higher frequencies than earlier mobile technology.
It said a shorter mast could obstruct the required signal and create gaps in coverage.
The report described the proposed height as the lowest technically viable option while seeking to minimise its visual impact.
Separate plans have also been submitted by developer Bauer Group to demolish and replace Oak Tree House.
The original proposal included 52 homes on the site.
That figure was reduced to 35 homes under revised plans submitted last month.
